This is a guy from the famous "SugarPro" HP rocket mail list.  He's been 
documenting the creation and evolution of his "Coyote" sugar rocket on youtube 
over the past few years (a Do It Yourself, scratch built HP rocket and a sugar 
based home brew motor):
