[NRV Rocketry] Launch cancelled for 2/23

Due to weather expected tomorrow the launch has been cancelled.

If weather next weekend is favorable I will hold a one day launch on
Saturday. If next weekend is too windy or wet we will have our next launch
 on Saturday March 23.
