[NRV Rocketry] NRVR club membership

Hello,

This is for anyone who can answer my questions.

The NRVR.org web site indicates that NRVR is currently a subsidiary of VAST. 
I'd like to support the club by becoming a member but  to whom do I apply, 
NRVR or VAST?

Also, I assume that NRVR (via VAST) is affiliated with both the NRA and the 
TRA. So if I join the TRA, will I be able to get my TRA Level 1 
certification locally through NRVR?
